Nous voudrions par ce courrier vous informer plus précisément du changement de gouvernance qui se prépare au sein du LFHED.
Notre établissement, ainsi que deux autres établissements faisant partie du réseau AEFE (Agence pour l’Enseignement Français à l’Étranger), bénéficie jusqu’à présent d’un fonctionnement particulier.
Jusqu’en 1996, le LFHED dépend du Ministère des Affaires Étrangères et du Ministère de l’Éducation Nationale.
En 1996, le président de l‘AEFG (Association pour l’Enseignement Français en Grèce) et le directeur de l’AEFE s’accordent sur une convention signant l’entrée du LFHED dans le réseau AEFE créé en 1990.
Le directeur de l’AEFE est alors le Président de l’AEFG, l’association gestionnaire du Lycée Franco-Hellénique.
Aujourd’hui, ce poste est pourvu par M. Olivier Brochet.
Après 27 ans de fonctionnement irréprochable, M. Brochet a annoncé à la fin de la 29e Assemblée Générale de l’AEFG du 16 décembre 2022, qu’il ne pourrait plus cumuler ces deux postes en raison d’un risque de conflits d’intérêts.
Nous souhaitons donc, aujourd’hui, vous informer de cet important évènement dans la gouvernance de notre établissement. En effet, le LFHED va devenir un établissement à « gestion parentale ». Des élections seront organisées pour élire des parents volontaires et bénévoles des deux sections (française et hellénique) qui formeront un conseil de gestion ayant la responsabilité exclusive juridique et financière du fonctionnement du LFHED.
Vos représentants de l‘APE élus en début d’année au sein des instances, étaient présents lors de l’Assemblée Générale du 16 décembre et depuis, suivent attentivement les évènements et se renseignent fréquemment auprès de la Direction de toutes nouvelles informations. Nous sommes également en contact avec notre fédération, la FAPEE, qui a en son sein de nombreux établissements conventionnés en gestion parentale et qui peut par son expérience nous accompagner et nous conseiller afin que cette transition se déroule dans les meilleures conditions possibles. Étant donné le statut particulier de notre établissement, c’est la première fois qu’un lycée français de l’étranger procède à ce changement.
Nous avons également écrit un courrier à l’attention de membres du gouvernement français (un sénateur et un député) afin de signaler nos inquiétudes, en particulier par rapport à la soudaineté de ces changements et le manque d’implication des représentants des parents dans le cadre de cette transition. Ce courrier fut suivi d’une visioconférence avec la FAPEE et les collaborateurs de ces membres du gouvernement.
Nous sommes dans l’attente d’une réunion avec la Direction et l’AEFE, qui nous informeront des prochaines étapes.

Θα θέλαμε να σας ενημερώσουμε για την αλλαγή διαχείρισης που πρόκειται να λάβει χώρα στο LFHED.
Το σχολείο μας, καθώς και δύο άλλα ιδρύματα που εντάσσονται στο δίκτυο AEFE (Ομοσπονδία Γαλλικής Εκπαίδευσης στο Εξωτερικό), έχει μέχρι στιγμής επωφεληθεί από ειδικές συνθήκες λειτουργίας.
Μέχρι το 1996, το LFHED υπαγόταν στο Υπουργείο Εξωτερικών και το Υπουργείο Εθνικής Παιδείας της Γαλλίας.
Το 1996, ο πρόεδρος της AEFG (Ομοσπονδία για τη Γαλλική Εκπαίδευση στην Ελλάδα) και ο διευθυντής της AEFE συμφώνησαν και υπέγραψαν για την είσοδο του LFHED στο δίκτυο AEFE που δημιουργήθηκε το 1990.
Ο διευθυντής της AEFE έγινε με τον τρόπο αυτό Πρόεδρος της AEFG, του συλλόγου διαχείρισης του σχολείου μας.
Αυτή τη θέση καλύπτει σήμερα ο κ. Olivier Brochet.
Μετά από 27 χρόνια απρόσκοπτης λειτουργίας υπό αυτό το σχήμα, ο κ. Brochet ανακοίνωσε στο τέλος της 29ης Γενικής Συνέλευσης της AEFG στις 16 Δεκεμβρίου 2022, ότι δεν μπορεί πλέον να κρατήσει αυτές τις δύο θέσεις ταυτόχρονα λόγω κινδύνου σύγκρουσης συμφερόντων.
Θέλουμε λοιπόν σήμερα, να σας ενημερώσουμε για αυτήν την σημαντική αλλαγή δεδομένων. Σύντομα, το LFH θα μετατραπεί σε ίδρυμα υπό «Γονική Διαχείριση». Θα διεξαχθούν εκλογές για την ανάδειξη εθελοντών γονέων από τα δύο τμήματα του σχολείου (γαλλικό και ελληνικό) που θα συγκροτήσουν το διοικητικό συμβούλιο, με αποκλειστική νομική και οικονομική ευθύνη για τη λειτουργία του LFH.
Οι εκπρόσωποί σας της ΑΡΕ που εκλέχθηκαν στις αρχές του σχολικού έτους, ήταν παρόντες στη Γενική Συνέλευση (Assemblée Générale) της 16ης Δεκεμβρίου και έκτοτε παρακολουθούν στενά τα γεγονότα και προσεγγίζουν συχνά τη Διοίκηση για οποιαδήποτε νέα πληροφορία. Είμαστε επίσης σε επαφή με τον σύλλογό μας, την FAPEE, υπό την οποία λειτουργούν πολλά σχολεία με γονική διαχείριση (établissements conventionnés en gestion parentale), και που μπορεί χάρη στην εμπειρία της να μας συμβουλέψει ώστε να πραγματοποιηθεί όσο το δυνατόν πιο ομαλά αυτή η αλλαγή. Δεδομένου του ειδικού καθεστώτος του σχολείου μας, είναι η πρώτη φορά που ένα γαλλικό σχολείο στο εξωτερικό κάνει αυτή την αλλαγή.
Στείλαμε επίσης επιστολή σε μέλη της γαλλικής κυβέρνησης (έναν γερουσιαστή και έναν μέλος Εθνοσυνέλευσης) για να επισημάνουμε τις ανησυχίες μας, ιδίως όσον αφορά τον ξαφνικό χαρακτήρα αυτών των αλλαγών και την έλλειψη εμπλοκής των εκπροσώπων των γονέων. Μετά την επιστολή αυτή, ακολούθησε τηλεδιάσκεψη με τη FAPEE και τους συνεργάτες αυτών των μελών της κυβέρνησης.
Αναμένουμε συνάντηση με τη Διοίκηση και την AEFE, που θα μας ενημερώσουν για τα επόμενα βήματα.

Dear Parents,
We would like to inform you about the change of governance about to take place at the LFHED.
Our school, as well as two others in the AEFE network (Agency for French Education Abroad), has until now benefited from a special operational mode and status.
Until 1996, the LFHED operated under the French Ministries of Foreign Affairs and of National Education.
In 1996, the President of the AEFG (Association for French Education in Greece) and the Director of the AEFE signed an agreement sealing the entry of the LFHED into the AEFE network created in 1990.
Subsequently, the Director of the AEFE also became President of the AEFG, the association managing the LFHED.
The position of President is currently held by Mr. Olivier Brochet.
However, despite the fact that this mode of governance has not caused any issues for the past 27 years, Mr. Brochet announced on December 16, 2022, at the closing of the 29th General Assembly of the AEFG, that he could no longer keep both positions, because he was at risk of a potential conflict of interest.
We therefore wish to inform you of this important change of governance. Indeed, the LFH will transition into a “Parental Management” school (établissement à «Gestion Parentale»). Elections will be held in order to designate parents who will volunteer from both the French and the Hellenic sections. They will form a Management Board, vested with the exclusive legal and financial responsibility of operating the LFH.
Your APE representatives, who were elected at the beginning of the school year to represent you within the School’s Councils and Commissions, were present during the General Assembly of December 16. From that day onwards, we have been keeping a close eye on the developments and frequently question the Direction on any available new information. We are also in continuous contact with our Federation, the FAPEE, many of whose members are AEFE schools operating under parental management (établissements conventionnés en gestion parentale) and which can, through its experience, advise us so that this change takes place as smoothly as possible. Given the special status of the LFHED, it will indeed be the first time that a French school operating abroad is experiencing this shift.
We have addressed a letter to members of the French government (a Senator and a Deputy) to share our concerns, in particular with regard to the suddenness of these changes and the lack of inclusion of parent representatives within this process. Our letter was followed by a teleconference attended by the APE, the FAPEE and the staff of these members of government.
We also await to be invited to a meeting with the LFHED Direction and the AEFE, who will inform us of the next steps.
